PHAP CARES FOUNDATION

REACHING OUT, GIVING HOPE, TOUCHING LIVES

The PHAPCares Foundation, Inc. is a non-profit, non-stock organization established by members of the Pharmaceutical and Healthcare Association of the Philippines (PHAP), a group representing the trusted providers of quality and life-saving medicines in the country today. Incorporated in 2003, the PHAPCares Foundation is mandated to serve as the social responsibility arm of PHAP to help improve the health and lives of Filipinos disadvantaged by sickness, poverty and disasters.

 

Since its founding, the PHAPCares Foundation has been in the forefront of efforts to make a difference in the lives of the Filipinos through various medicine access initiatives, humanitarian missions and health information and education campaigns, in geographic areas affected by conflicts, health outbreaks and calamities.

To be a trusted partner of government and other organizations to uplift the health status of Filipinos through sustainable access to healthcare services and medicines.

OUR NATURE

The Articles of Incorporation of PHAPCares Foundation states that our purpose is to assist in the amelioration of the living conditions of those affected by calamities and disasters by making medicines accessible to them, in particular, by donating medicines identified by the appropriate governmental agency/ies or institutions as essential or most needed; and to engage in, initiate, stimulate, encourage, develop, support, assist, provide, manage and operate programs or projects for the promotion of public health care.

 

PHAPCares is duly accredited by the Philippine Council for NGO Certification (PCNC) as a “Donee Institution” in accordance with the provisions of the Bureau of Internal Revenue’s (BIR)  Regulation  No. 13-98 dated January 1, 1999.  Thus, all donations  to PHAPCares  shall entitle the donors to full or limited deduction pursuant to Section 34(H) (1) or (2), and exemption from donor’s tax pursuant to Section 101 (a)(3) of the National Internal Revenue Code of 1997.

OUR PROGRAMS

In fulfillment of our mandate, PHAPCares Foundation undertakes meaningful initiatives with our government and private partners.

Healthy and Resilient Communities (Universal Healthcare Communities)

 

PHAPCares works with partners in building Healthy and Resilient communities in Geographically Isolated Disadvantaged Areas (GIDA). PHAPCares endeavors to develop these communities that shall provide the people with the highest possible quality healthcare in close coordination with the local government. Based on beneficiary screening and assessment protocol, the Foundation designs and implements technical assistance to aid in strengthening the healthcare system in selected communities. The assistance is in the areas of service delivery, human resource, governance, financing, medicines, and information.

 

For 2017, PHAPCares has adopted San Emilio, Ilocos Sur as one of its Healthy and Resilient Communities. San Emilio is a third class municipality in the north, which is composed of four indigenous tribes.

PHAPCares has also worked with several other communities in Tondo, Metro Manila, Del Carmen in Surigao del Norte, Sibutu in Tawi-tawi and provinces in Western Visayas.

In recognition of its work in poor, rural settings, the Foundation received a Presidential Citation for its nurse to the barrios deployment program.

 

Operation Quick Response (Emergency and Disaster Response)

A recipient of a number of government and private sector awards in disaster response, the PHAPCares Foundation continues to complement efforts to safeguard the health and lives of Filipinos during emergencies.

PHAPCares members donate essential and life-saving medicines for use of victims of natural calamities and for communities displaced by armed conflicts. PHAPCares also provides medicines to help avert or manage epidemics and other health-related consequences of disasters.

 

As part of its efforts to ensure medicine and vaccine supply during emergencies, PHAPCares is spearheading the conduct of the Earthquake and Landslide Search and Rescue Operations Course (ELSAROC) for member companies in partnership with the Metro Manila Development Authority (MMDA). ELSAROC is a comprehensive training program, which aims to establish an effective plan for preparedness and response to mitigate the impact of a strong earthquake in Metro Manila.

 

Beyond medicine donations, the Foundation has activated its volunteerism program where medical doctors and employees of member companies can join in various relief efforts in times of calamities and emergencies.

In 2005, PHAPCares and Office of Civil Defense-National Disaster Coordinating Council (OCD-NDCC) launched the “Gamot-Agad Program” (Quick Medicine Donations Program)  which enjoined PHAPCares to donate essential and life-saving medicines to victims of natural and man- made disasters, as well as communities displaced by armed conflict. This initiative has evolved into a critical component of  the government’s over all disaster management  strategy in complementary and meaningful partnership with the private sector.

CSR Programs

The Foundation conducts humanitarian missions in its UHC communities and with its partners to serve “special sectors” such as elderly persons, abused girls / women, orphans and street children.  The various medicine access initiatives represent PHAPCares’ continuing commitment to contribute to the government’s campaign to make quality medicines accessible to poor and disadvantaged Filipinos.

 

PHAPCares has also initiated an information and education campaign to help communities and vital sectors manage immediate health concerns and emergencies like as the Influenza A (H1N1) pandemic. In 2017, it launched the publication “Understanding Good Medicine Donation Practices” in partnership with the Department of Health. This publication is a pioneering initiative, which aims to serve as a reference guide for medicine donors and recipients during emergency situations.

 

The PHAPCares Foundation commitment to the health of the people continues as it explores partnerships that would help the country move forward with the Philippine Health Agenda   centering on the attainment of Universal Health Care and Sustainable Development Goals. PHAPCares is keen on partnering with local government units (LGUs) across the country in their health care advocacies aimed at improving the living condition of people in the communities.
